Note: @Thrippa managed to get this achievement, however, it requires you to install an old version of the game as a stand alone (NOT Origin base), patch it up to Island Paradise (and NOT up to Into the Future) install Island Paradise and then collectunderwaterbottles. You may need to exceed the said 10 bottles...
I managed to acquire an old laptop, repeated those steps, and it worked. Took me twelve bottles thought, but land bottles work too.

@Lexers615 - I just received Who Keeps Sending These? My sim collected 11 bottles before the badge was triggered. I didn't write "the badge was earned" since at least four of my sims have had 30 grandchildren and that badge has not yet been triggered, but has been earned.
If it wasn't for this thread, I would not have earned Nice Arm and Who Keeps Sending These. Thanks to you, @Lexers615, @Karritz and @Thrippa, for figuring out how to earn the bugged badges.
One benefit of playing with only the base game, Seasons and Island Paradise is that I have not experienced any game lag. Without Pets being installed, horses are not getting stuck everywhere. I also noticed that the townie Sims are not getting stuck as they do in my full installation and patched game. (Patched to 1.67). However, I am experiencing my sims getting reset when exploring caves which I believe was fixed in a patch. I should mention that I am playing on a fairly new Windows 10 computer which could also be a factor in no lag. The full installation of my game is on my older Windows 7 computer.
