- I'm not the person to give you the most precise evaluation of your system, but I can say for sure that trying to run Seasons on this laptop would be asking for trouble. That EP really needs a dedicated graphics card, which you don't have. Late Night and HELS would probably be fine, and University might run well on lower settings, although each computer performs slightly differently. Your processor is also insufficient for the most demanding EPs, although again LN and HELS are much gentler.
It should also be noted that while 6 GB is just enough to run TS3, you really couldn't be running any other apps alongside the game while playing. Windows 10 takes up some of that (maybe 1.5 GB, although that probably differs a bit from one system to another), and the game can theoretically use close to its 4 GB limit.
In short, I think you'd have a better experience playing on a different system, if you have access to one. In this case it's not Windows 10 that would hold you back, but rather the insufficient hardware. - It's really a close call in this case. The Intel 520 is stronger than integrated graphics chips have been in the past, but still limiting and yes the processor is very borderline for TS3. If you have no stronger system on which to play, you might want to proceed very cautiously with guarded optimism and try the base game only. Or the base game plus HELS, the Stuff Packs don't add any real overhead to the game. LN and Uni will each add more stress, so don't install everything all at once in case there is a tipping point right around there.
Seasons would probably put the laptop on overload but as @puzzlezaddict says, different players have different experiences on borderline capable systems. And the prospects for long-running, overly complicated ongoing games with lots of added content or running on anything more than lower graphics settings in the Game Options might be a bit slim, I'm afraid. - I´ve been playing it on W10 for a while, so no problem.
You might want to clean your cache every time you play the game.
It´s located in your Documents folder. - Yes, you absolutely can run TS3 in Windows 10. I and many others here do so with only minimal issues. The in-game settings will depend on your computer's specs (processor, graphics card, etc.) and if you'd like an expert opinion on which options to use, just list those specs here. The other question would be whether your hardware could handle running Seasons, which is a resource-intensive pack, and not all laptops are built to handle its demands.
If you have a graphics card of sufficient strength, you'd need to cap the frame rates as well. TS3 doesn't have a built-in fps limiter, so the strongest cards can generate frame rates well into the hundreds and even burn themselves out. There are several tools you can use to limit fps, depending on your card's manufacturer.
The other consideration is that the Windows 10 Creator's Update of last summer can interfere with TS3. But you can disable the most problematic features of the update, and you should be able to play without issue.
