Game not using my graphics card

Hi all

I bought a brand new PC I customised myself specifically with Sims 3 in mind. Even though this is a new PC with much better everything the game is very laggy. I looked around and saw the problem may be with the game not using my actual graphics card so i went to the Nvidia control panel but I don't have an option to change graphics card. I looked in the DeviceConfig.log and under my graphics card it says this:

=== Graphics device info ===
Number: 0
Name (driver): NVIDIA GeForce GTX 960
Name (database): NVIDIA GeForce GTX 960
Vendor: NVIDIA
Chipset: Vendor: 10de, Device: 1401, Board: 237519da, Chipset: 00a1
Driver: nvd3dum.dll, Version: 10.18.13.6191, GUID: D7B71E3E-5741-11CF-4562-78031CC2C735
Driver version: 6191
Monitor: \\.\DISPLAY1
Texture memory: 32MB <>
Vertex program: 3.0
Pixel program: 3.0
Hardware TnL: 1

I read that if it says 0 for either of the found or matched it means your graphics card is not recognised. I followed the link on how to get your graphics card recognised but it's the same steps that failed above (going to control panel and selecting the graphics card for use), I don't have an option to change the graphics card. Here is a screenshot of what I mean:

On the left that is what the step showed to select. The right is how it looks for me. I am on Windows 10 if this contributes to anything. I'm stuck on what to do from here so I'm asking here. I would really love to play a game with little lag. I'm pretty disheartened that I spent all this money for a new PC only for the game to work worse than it did on my old one.

Oh yes I do have CC, not that much, I have some hairs, a few lipsticks and couple items of clothing. The only script mod I have is no mosaic. I had more but I purged my game of almost all of it to see if it made a difference, none. I am playing and medium-low settings (annoyingly enough). Thanks guys.
