My fountain is working as intended. It has flowing water, sparkles when used and has splashing sound when money is thrown in for the wish.
The fountain has flowing water if you view it from the active world, it has no animations in the build/buy mode.
The Young Adulthood message is a typo, the wlakthrough they did on the 12th showed it puts your sim back to day 1 of the current age they are currently in, it does not send them back to a different stage of life.
You do have to manullay place the fountain on one of your lots, it is not already placed anywhere.
