I actually have a thread for faulty HS items and issues. http://forum.thesims3.com/jforum/posts/list/427448.page I don't get falling water or sparkles, but my fountain seems to function correctly otherwise, as I get the One Day Younger sometimes, and the Wish for Youth sometimes comes true. Other times the pop-up message just says something like "_____ notices that their skin is a bit less saggy."
