How many houses do you think is the right amount for a world?

So I am back in a Sims 3 mood and I am just rejigging my town, I use Ridgeview in Summer but Rflong7. And I was wondering how many houses do you peeps think a world needs? What do you think it the rig...

Apparently, if you have empty houses you don't want random sims to move into, just remove the fridge. The house will stay empty and you can easily add a fridge when you have a household ready to move in.
