@EverclearBoy - There are two different types of patches. The 1.69 is a game patch. The 2.2 is store patch. You only need the store patch to install later store content. (Sometimes it installs better in a brand new sims 3 folder.) Though, I don't use 1.69 (I'm on 1.67), so maybe the store patch is already there in your game. Look in your contentPatch folder and see if you have a package file that is 7,976 in size.
You have to change the name of your sims 3 folder and load your game to create a new sims 3 folder. Then in the brand new sims 3 folder, install Sandy Shoals. Then copy the library file that was created in that new sims 3 folder to the library file in your other sims 3 folder where you've installed everything. That puts the lot in your bin. Then, you can delete that new sims 3 folder and rename your old one back to sims 3 now with all your installed content and Sandy Shoals (without all the duplicate files that would have been put in your .ebc file).
