By chance you don't have any shop from fridge mods installed do you? If so, that mod makes it so you can't buy ingredients from the fridge. You have to go grocery shopping.
If not, did you hover over the bubble and see if it says anything?

It looks like you don't have all the ingredients required. And I believe this is one of the recipes you have to go fish for.
