Only household members go to the birthday cake to celebrate BUG

So I have this bug for ages and I dont know what is causing it... when I throw a birthday party for one of my sims, only the sims in the household will gather around the cake, the guests will be doing...

@SeashoreLivia I had this happen with wedding before, but I think in birthday parties is more annoying because the happen more often than sims weddings
