It's theoretically possible to run TS4 on a surface pro 3, but it wouldn't be pretty. Literally—it only has an integrated graphics card, which won't be able to effectively handle rendering the visual effects of Seasons, Cats and Dogs, and whatever you add next. You'd need to turn your options down and might still have some issues. The processor meets the minimum specs but is below recommendations, so it would likely struggle with the load of those packs as well. Plus, the surface pro line doesn't have sufficient cooling for even a moderately taxing game like TS4. The game could overheat the computer to the point of damaging its hardware.
