I'm not sure what caste settings you'd need. I don't play rotationally myself. You might want to post on the NRaas site. But I can answer some of the other questions.
The first statement means you have EA story progression enabled in the game's option panel (the last tab). This is ok, but it might take a touch longer to load the game since NRaas SP has to turn it off.
The second statement means that NRaas SP is installed and enabled and is managing your world.
The third notification is from NRaas Relativity (not SP). Relativity can slow down the flow of sim time, so that a sim minute lasts longer in real life seconds than normal. Animations are not affected. Relativity adjusts motive decay and motive gain to compensate. The end result is that sims have more time in the day to do things. If you've never changed any of Relativity's settings then it's not having an effect on your game. You should try clicking on city hall>NRaas>Relativity>Set Speed> to try out a setting. The EA default is 37, so choose a lower number. If you really want to see the effect try changing the speed to 19 (half of the default) and play for a sim day to see if you like it. I use 19 myself for most games. For others I set the speed to 75% of the default (28).
Relativity also affects the rate at which sims learn skills. They will learn skills faster if you slow down the speed. You can adjust this by going to city hall>NRaas>Relativity>Relative Skills and change them all to False. On the false settings, sims will learn skills at (what I think is) the EA default rate no matter what Set Speed setting you are using in Relativity. You an also have Relativity adjust the skill gain rate to the lifespan (Apply Life Span Skill Factor setting), and lastly you can go to city hall>NRaas>Relativity>Skill Gain Factors to increase or decrease how fast sims learn each individual skill if you want to really customize the mod (default is 1, higher means they learn faster, lower than 1 means they learn slower). I think what Sarah means is that she has adjusted her Relativity settings so sims skill slower. I don't know what settings she uses though.
City Hall>NRaas>StoryProgression>General Options>Adjust Speed>
You have 5 choices: snail, slow, default, fast, rabbit.
NRaas SP has different managers which run periodically to progress inactives. The Adjust Speed setting changes how often these managers run. I use Slow or Snail mainly because it reduces the performance hit to the game from SP. I'm not sure how, or if, this setting is used in when playing rotationally. You can adjust each individual manager to run more or less often in city hall>NRaas>StoryProgression>General Options>Options: >Speed. AFAIK the speed setting is the number in sim-minutes between each run of the manager. The Adjust Speed setting is an easy one-click way to slow down or speed up how fast NRaas SP operates.

What does setting the speed on "Snail" ...
