Resetting Everything does reset the lots along the way, so there shouldn't be any need to Reset Lot separately. MC Resets do not remove jigs (though I agree that if no one has ever used the lot for anything it would be pretty strange for them to be there), bulldozing and replacing the lot with a copy does.
I would also want to know where these front desk attendant sims are, or rather where the one currently assigned is, when they are supposed to be on duty. Are they age-stuck? Can you MC > Focus on them or do they seem to be off the map hibernating?
