Hard to say -- when a child is about to age up to teen, you can either re-enroll them for another term, or you can have them come home to go to public school (or enroll them in a different boarding school); they'll come home as a teen. When a teen ages up to young adult, they automatically come home. In both cases they get a new trait that you don't get to choose (usually one related to the school they're attending). So I guess when the teen finishes boarding school and becomes a young adult they've "graduated".
Oh, and sometimes you'll have the opportunity to bring them home early; there'll be a dialog box that says they're unhappy at school and asks if you'd like to bring them home (one of my Sims was at School of Peace and Love and the dialog said that she was uncomfortable sharing her feelings); in that instance the child/teen won't age up before they come home so won't get the new trait. You can either go ahead and let them go to public school or send them to a different boarding school, but you don't get a refund on what you already paid for boarding school.
