Return the Axe?

I've had that happen when the quest sim is in the process of going from one lot to another. Usually I just wait a few sim hours and try again. Or I use NRaas MasterController to locate the sim and see what's going on. Have you tried resetting Adaeze Min? Maybe find her household, send your sim there, then reset Min? If you find the sim I think you should be able to click or her to finish the quest (if clicking on the quest button doesn't work).

Pretty much what @TreyNutz said. I would add that it can often help to "follow" your sim (at least keep them as active, if the camera isn't watching them) and keep reassigning the task, if necessary. Sometimes the other sim is in the middle of a task, or needs to leave the house, or has to wait for another sim to stop talking. But if I'm really having trouble, I just find the star tag on the map that shows the location of the other sim, send my own sim there, and keep spamming the interaction until it works.

I haven't played Sims 3 in several months, so I'm not absolutely sure what would help. But I know what I would try. Return home and complete the task on a return trip, cancel the mission and try to get it again, or cheat and reset Adaeze or my Sim.
