It sounds like this pack is geared towards those who like editing towns and building; which is neither interesting for me.:( I play in a world with over 100 lots.And to edit them with each season is gonna be a pain.
If you want your neighbors lots *decorations* to change with the seasons with regard to decorations, then yes, you will need to put a season lot marker on your neighbors lots for Decorations. HOWEVER, your entire town will rotate with the seasons without you doing anything as long as you place a festival lot in your world. YOU do not have to build a festival lot. Seasons will come with several festival lots that you can pick from to put in your game. Also, when you open your save game for the first time after installing Seasons you will be prompted to place your festival lot automatically.
This is only true to some extent. I saw it confirmed that your neighbours will put lights up at home when Snowflake Day draws near and that they'll do this without you having to bother with the lot marker.
