Making the marker control weather wouldn't work anyway, as most people will only have one marker in their world; the pre-built festival lot you will be asked to place when you have installed Seasons.
You don't have to place them anywhere, and placing too many will slow down your game. Once you have Seasons, it will rotate automatically, but just now we have to rotate it manually since there are no Seasons in game.
So, in short, you do not need to use the marker at all, if you don't want to, and you will still be able to experience every part of the game. It has just been made available in buydebug as an extra tool for builders.
