That would be the problem. The mods folder has to be in a game folder in Documents, not Programs, as of Patch 1.12 or something like that for most modern mods to function, including ours. But I've never heard of a Steam player having this problem (doesn't mean it's not common). Would re-installing and re-pataching to 1.67 be an option? Or perhaps posting the question on the TS3 forum at Steam? Haven't looked in ages, but they used to be very helpful over there.
