If your custom content is in the form on .Sims3Pack files then they go into the downloads folder and can be installed using the launcher. But make sure they are not corrupt. I tend to extract the .package file format any .Sims3Pack files to reduce the chance of them messing up my game.
If you have the custom content in .package file format then they go into the Packages folder that is inside your Mods folder. If you don't have a Mods folder you'll need to set one up first. I think the structure and text file you need to add to it are available on the NRAAS site. Probably on other sites such as Mod the Sims as well.
