Here is what it says in the rules. I would say a small park would be something like a playground or community garden.
Helpful tip for everyone. To prevent animals (and zombies) from eating your garden there is the pet gnomes you can make it so wild horses and other wild animals (deer and raccoon) are not allowed on your lot there is also a scarecrow from season you can place down and if you have the peashooter that will help as well also don't forget fences and to LOCK them. You can always disable horses and set the moon to a none full moon stage but I find that a bit extreme
