@Serra Tsuname yes, you need to start with an empty town. No houses except the one your family lives in. And later on you add houses as your grown up kids move out but you only add them must before you move your sims in.
You can either download en empty world or empty one yourself by hand: deleting every residential house (but I recommend leaving the lots there as I find it much easier to place houses on existing lots later on than having to add lots myself, I am not a great world builder) and then also deleting every community lot (again, I left the empty lots in the world and just set them to "no visitors allowed").
I didn't imagine it would work but it did! The first time I met any other sims than my family was when I opened the hospital. My doctor sims had colleagues from out of town. But before then I had a general store, a graveyard, a school and an art gallery and I did not encounter anyone. Mind you, that may have been because I was not playing a sim working in the education carreer. I bet I had met colleagues from out of town had I played a teacher.
Ps: I did not start out with a general store but a genuinely empty world. Did the rules change?
