That's what I said as the first line. I don't think it's possible to place a house on an occupied lot, though it might be with a cheat.
The problem with using a cheat to do it is that if it is possible, then they won't have paid for the house and will have gained an unfair advantage thus ending your legacy.
I found a house I like for my sims and I placed it on an empty lot and copied the layout. Then I built the house from the ground up on my legacy lot, though it took some time to get all the funds to cover the walls and floors. This way I am not violating the rules and my sims now have a house I like for them.
