For the things that the challenge expects players to do, generation three for it is too early in the legacy. Apart from the 30 friends in each world, which still adds up to 90 (Ninety!) people a player has to befriend, there's also the buying of vacation-homes, plus the WA LTWS.
But, it's your challenge and you must conduct it how you see fit. I'm merely seeing a bottleneck. ^^
It is a bit difficult, but my personal preference is for difficult challenges. But like with basically all challenges, the rules are just suggested guidelines so you could always change them and do the Ambitions part first if you prefer.
And it's okay, you're just trying to help. ;)
By the way, just so you know, the befriending goals count the combined amount of friends of all Sims, so for example if you had three Sims, you could have each of them make 10 friends.
