The launcher has been very iffy for me lately too. What I've done is create a new sims folder by renaming the old one and letting a new one be created. Install the new content into your new folder after copying over the contentPatch folder. (You might not need to do that if you are updated to the latest patch and go through Origin.)
You should make a copy of your old Sims 3 folder and put it in a safe place in case you make any mistakes by overwriting old files (which you should not do, with the exception of the ccmerged file in the dcBackup folder.)
After installing all your new content in the new folder, you'll have to copy over the newly created .ebc files in the dccache folder to your old sims 3 folder. BUT, you will have to change the last number of them first so they follow sequentially to ones you already have. For example, if your files now go up to 20, then your new file ending in 0 must be changed to end with 21. If any new worlds or venues were installed, then you have to copy over the library and installed worlds files as well. If you installed new premium content, then you'll have to replace the ccmerged file in your dcBackup folder when you can find on the web from NonaSims.
Rename or delete the newly created sims 3 folder and change the name of your old sims 3 folder back to sims 3.
