WCIF a 25x25 community lot for Starlight Shores with no CC (Sims 3)?

I have been searching, and keep running into where the lot has been removed or has CC.  There is an empty lot in Starlight Shores that is just right off of the business district.  It has the perfect ...

The only one I’m thinking of is the gym from Aurora Skies - Weight lifter’s wonderland. I’d also check Monte vista or midnight hollow for smaller lots. 

Edit to add: the library, hangout (pub) and plaza in Monte Vista are all 25x25
