They can workout with the stereo/tv but I don't think the skill shows until they reach teenager.

I will do, but wait until tomorrow or so for results. I will start from a savegame where my kids are toddlers

I'm pretty sure what @CalvinBruce_uk said above is correct.

As for the child guitar player, I use a mod that allows for this. They can even jam with another musician. You don't see the guitar skill on the child's skill tab until they age up, but I can see the level with MasterController and one of mine is at Level 6 already. Biggest downside is the animations are all wrong. While playing the guitar, the child appears too tall and all stretched out -- it's not pretty, but they revert to their proper selves as soon as they stop playing.

A child can also attend a specialty music school (no stretching involved) and slowly pick up the skill that way. Requires the NRaas Careers base mod plus the Schools add-on module.

Thanks @igazor, as simpedia (no confuse with Sims 4 parody od Wikipedia, else the wiki at wikia), say about child guitar and other child instrument skills, than if sum xilophone plus one child skill, a teen can have a kick-start of upto level 6 at an instrument of the "band skills",

Yer, as people said, without mods Sims can't use musical instruments until they are teens (which kind of sucks). I think they can get the athletic skill? Or maybe not, if they can't work out then they can swim, that might do something?

Now I can confirm (as yet had birthday of my daughters) unfortunatelly kids doing excercise with radio or TV, don't add sport skill :(

Have you tried having them exercise for a moment after they aged up? Sometimes the head starts on skills don't kick in until they do a tiny amount of further skilling and then it all catches up. Example: after reading the three toddler books related to Logic, the Level 3 Logic skill head start tend to not show up until they come into contact with a computer (chess table, telescope) as a teen or older.
