Are there ever new FREE items to get in the Sims3 store?
i cannot buy simpoints, so does mean i'll never get new items? please help

Do you mean EA won't let you buy Simpoints or your financial situation does not allow you to buy some ?
If it's the later, EA does have free stuff from time to time and there is a section in the Sims 3 Forum (Gift Gathering) where you can participate in lotteries and other competitions to win stuff for your game. Don't go begging over there though, it's not liked. Get involved in the community and enter competitions to win stuff.
If it's the first, you will need to contact Customer Support.
