@brandontaylor615 I downloaded Barnacle Bay a few days ago, so the download itself should still work. (I can try again if necessary, but I'd be surprised if anything has changed in the last couple days.) Try using a different browser to download, and clear the browser's cache beforehand.
It's also a good idea to clear the cache for Internet Explorer. Even if you never use it, the launcher does for some purposes. Be sure to uncheck the box to preserve data for favorite sites.

If that doesn't help, try removing all the files in Documents\Electronic Arts\The Sims 3\Downloads. These become extraneous once you've installed the content, and a full folder can interfere with downloading or installing new items.
I don't have Internet Explorer anymore since I have a Windows 10 and it is called Edge now. I've tried using it and still says error after it starts to download. I also found out it is everything from the store now, I can't download any of it. I also tried a reset of the game files by pulling out my folder and generating a new one but it still didn't work.

@brandontaylor615 Try using a different browser. I've never had an issue with Firefox, but if you're already using it, try Chrome.
Does it help to download from the product page rather than your purchase history, or vice versa? This is the product page:
