[BG] Cannot install due to unable to rewrite TSLHost.dll

I'm on the normal/standard Windows 8 x64 which don't have scpol.msc (I will explain later).

I couldn't install the base game (BG) of the Sims 3 because this error popped out. See the screenshot http://d.pr/i/UIAD+

Actually the erroe occurred when I firstly installed the BG and I clicked 'Ignore'. The BG could be installed and could be opened, but when I clicked the playback button (which is the button in the BG welcome window and used to start the game), the BG welcome window disappeared and no more.

 

So I uninstalled the BG in the Win Control Panel, and deleted the left Sim3 folder under C:\Program Files (x86)\Origin Games\. A windows popped out saying I couldn't delete it because I'm not the Administrator. To explain, I'm the 'Administrator', but not the 'Super Administrator'. Microsoft locked the access to the 'Super Administrator. However after I restarted the PC, the folder disappeared! Never mind, so I installed it for the second time.

 

I don't know if it has a shortcut, but I indeed waited for another 3-4 hours to redownload the BG, which annoyed me! For the third time, the same error occurred again. So I tried to unlock 'Super Administrator' in order to delete TSLHost.dll. I did one or two hours googling. Some method deals with the right to access the file but I was rejected to change this right of this file (error saying I not '(Super) Administrator'). Some requires change in scpol.msc to unlock the 'Super Administrator' but scpol.msc is only in Win8 Pro. I can not pay another 99 GBP for just this PC game.

 

Any idea about how to get it work? Thank you!

    Do you now have this folder or not ? Does the file show in it ? 

    You should be able to delete folders in your programs folder with normal rights. You might be asked again if you really want to do that but other than that, it should be possible.

    Did you buy the game on Origin or on disc ?

    If your reference to having to buy the game (which you certainly don't need to do if you have already done so), does mean that you didn't buy it yet, then this is not the right place to ask for help. It's also quite illegal.
