I finally installed CAW myself so I could add lots to some other empty player-made worlds and play around with creating my own some day. It is much easier to add lots though. I am sure there are a lot of great world builders out there. I only really know of two, that had really good reputations for making worlds with little/no issues.
Magic Dancer made a great flat version of Sunset Valley. She has one version with lots or an empty one you can use CAW to place lots in. As a beginner with CAW I was able to place lots in her world. She has a thread down in the CAW area/forum called Sunset Valley 2 that explains more about it. If you decide to search for it, add flat to the search and it should be just a couple results down.
Rflong also has some great worlds, both empty and with lots, all different sizes and types. She has a thread down in the CAW forum called The Worlds of Rflong (or something like that) if you are interested in finding out more about her worlds.
