Black screen not responding

I know this is a common issue with sims, and I have tried endless amount of solutions such as clearing my caches, deleting .packages, deleting my CC. I am literally at my wits end, I have everything up to date and I cannot for the life of me understand why my sims still isn't working. Whenever I load it, the screen goes black and doesn't respond. Please help someone!

    It is only a small portion of your DxDiag but the CPU is low for the game. You have 1.3GHz and minimum is 2.4Ghz. I googled your CPU AMD E-300 APU with Radeon(tm) HD Graphics (2 CPUs), ~1.3GHz and the sims 3 . people were posting the game was crasing on them.
