Are you sure this is the same bug?
The tractor doesn't set off "alarms" (as they are called) for changing constantly. That's the issue with the ToP because of the nature in which it behaves. The tractor is just suppose to follow a path, and if it can't find a valid loop, it won't work. There's no "alarm" or anything, from what I understand, associated with the tractor so much as there is some kind of path recognition code.
