I finally paid attention to the watering and it seems it goes off at 7 AM and 7 PM...not exactly a completely useful fact but oh well. I hadn't seen it go off in the AM because I'm usually busy trying to wrangle the people in the household I'm playing and finally started to catch it in the PM since my Sim is harvesting twice a day.
