can you go to different neighborhoods in sims 3?

I just bought world bundle for sims 3, and i have sims created in the late night neighborhood, now i wanted to have them go visit a place in hidden springs or even the original neighborhood. how would i do that?

You can't. All you can do is move them to a new town from your phone but then they'll loose all relationships to the current town. It's as if you've started the game in another hood.
