Cannot connect to origin

I can play Sims 3 fine but cannot login unless I am connected to the internet and it asks me every time to agree to the terms and whatnot.

If I try to do it offline it tells me I need to be connected when logging in for the first time. 

Once I am playing the sims I can turn off my Wifi and still play.

Very frustrating, please help!
