xXBlackRaven28Xx Yes, you have the newest patch available in Windows. (Patch 1.70 is Mac-only.) But the error message is somewhat generic and doesn't mean that your game is outdated. The items you're trying to install could be outdated instead, or otherwise broken.
Please try installing these items into a clean user folder, one at a time. Move the entire Sims 3 folder out of Documents > Electronic Arts, or rename it, and open the launcher to spawn a clean folder. Download a fresh copy of one of these items and try to install it. If that works, set the item aside for later use; if it throws another error, the item is broken and can't be used.
You can continue to install the content into this folder, but keep in mind that for subsequent items, the previous item can break the next one. So for anything that doesn't install correctly after you've already installed something else, test that item separately to see whether it works on its own. There's no limit to the number of clean folders you can generate as long as you trash them when you're done.
