is your origin up todate ? right click the origin shortcut-open if there are any updates it will let you know let the update finish
does origin have admin rights ? go directly to you origin folder C:\Program Files\Origin Games. Run the origin.exe in this folder with a rightclick -> run as administrator restart the computer or C:\Program Files\(x86)Origin
do you have McAfee or BitDefender some anti virus programms can conflict with the sims 3 installed you need to bring up the console and disable the protection temporriarly https://help.ea.com/au/article/programs-that-may-cause-conflicts-with-origin
edit in your launcer does it say 1.57 ?

Yes. Origin is up to date, it has administrative rights, I have disabled the anti-virus and attempted to install again and same error message everytime.
Its the windows vista pack service 0, 1 in the error message that bothers me. Why that seems to be a problem with only this stuff pack when I have never had windows vista on this computer. It should be recognizing that I have windows 7. All the other stuffs and expansions did.

The error message always says vista for everyone. I doubt that it's an issue of wrongly recognizing your OS.
Only other suggestion I have is to either post at thesims3.com in the tech section (there's many users there that might be able to give you other ideas) or at ModTheSims or other fan sites. I'm totally out of any ideas.
Do just link to this thread so that people know what you've already tried.
