Choose Household option not there

Have just reinstalled all my games plus 2 new expansion packs on my new computer and now when I enter a town I am missing the option of selecting a household. The only 2 options are move in a household or create a sim. How do I fix this?

    You're in tutorial mode.

    Go to edit town and it will ask you if you want to leave tutorial mode. Say yes and you should get the option back.
