Create A World

 Does anyone know how to get the sims 3 create a world tool? The original link to the beta version through the sims 3 website is no longer working. A box pops up but is empty and nothing installs. Already tried both the 1.7 and 1.9 links and neither works. If anyone knows what to do, please let me know. It would be very appreciated.
