Downloading Sims 3 Pets

Hi I purchased the Sims 3 Pets Exansion Pack from best buy I am getting an error to stating that I need to download Sims 3....I am not sure where I get the Sims 3 from? Is this free or does this need to be purchased as well.  thank you.
