RexyStorms Google Drive gives 15 GB free storage with any gmail account. It might be annoying to set up some kind of auto-sync, but the whole point is to have nothing touching Documents, so you'd need to manually sync anything inside anyway.
But the main question here is why you can't move Documents out of the OneDrive folder, since doing so should be simple enough. When you try the method under "I don't want OneDrive to sync my files," it should revert to C:\Users\your username\Documents without your doing anything else. Does that not happen? If not, let me know what error you get.
