I've been kinda having this issue. Clearing cache has helped me install some of my expansions. I've still got half of them that need installing but they keep erroring out after 1 or 2 installs. I think if I wait a day or two and try again I'll eventually get the rest of the expansions installed. I only have 1 stuff pack (High-end loft), which installed the same way as my expansions.
But, none of the worlds I had bought, like Barnacle Bay and Dragon Valley, have a way for me to download and install. They're just marked as In-game content.

What specific error are you receiving when you try to install those packs?
As for your Worlds, have you tried installing those from TheSims3.com? You should see an option to install those from your purchase history there.

It doesn't give any technical details in the error, just that the download/install failed.
For the maps, I did download them from thesims3.com when I couldn't find them in the ea app, but if I try to install from the game launcher it says there are no packages to install. It shows in the Downloads but not in the Installed Content, and it doesn't show up when I launch the game and look through my available maps.
