XP is a 32 bit system (for most users anyways) so it can only use 2 GB of RAM which can run out very fast.
Also your graphic card seems to have troubles with the newer expansion (source: http://simswiki.info/wiki.php?title=Game_Help:TS3_System_Requirements). Try lowering the graphic setting and turn of mirror reflections. Also check for updated drivers.
