Is your game updated to 1.55 ?
Yes, It has the lates update of 1.55.4.022017.
Are you using any mods in your game ?
Do you have a second Sim you could try to see if you have the same issue ? If not, try starting a new game for testing purposes (don't delete or overwrite your current one) and see if you have the same issue.
The glitch seemed to be connected to that neighborhood. I moved that sim around and the same problem occured. I started a new game with the same sim and the problem went away.
