You do if you still install your CC the old way. I still have mine set up under programs but I never did use that file. I never thought you needed it in the first place. I've always kept everything in my base game folder.
But if you set up the new way then no you don't need it. MTS tell you to just delete it. Reason being you only have one sims folder under documents, unlike programs where you have all your games program folders.
