If you're running XP, Microsoft does have a .NET Framework Version 2.0 for 64-bit. You need to search the downloads on Microsoft's site.

Then you should already have .NET Framework Version 4.0 or higher. Vista and Win7 come with .NET Framework installed but XP did not and some may have to download it. You can check the installed programs via the control panel. It should show it listed just like in my example. (-̮̮̃•̃)
