You can install whatever CC you want, I just used the Peggy hair as an example. Your profile says you only have the base game, so you could have used this guide

This guide for installing the new way is if you are fully patched post Ambitions. So I'm not sure about which resource.cfg file you deleted, the one linked on the first page is for installing the new way. The resource.cfg is placed in the Mods folder not the Packages folder, just as show in the images posted in the guide.
Not sure about your sims not interacting, I do know that is an issue on the thread
