FleCistA1032 Do you use a VPN? If so, please disable it and try again.
If that doesn't help or isn't relevant, try clearing some Windows temp files:
- Click Windows key-R and enter %temp% in the run box
- You should be in C:\Users\your username\AppData\Local\Temp
- Delete everything inside; if you can't, restart the computer and try again
- Restart (again) after you've deleted all the files and folders
If this doesn't help either, do you have another computer you could test with? You'd need to install the base game, but that's all; you wouldn't even need to load a save. The point is that while this could be an account issue, it's really difficult to prove from the user side. But a different computer with the same issue would be at least strongly suggestive.
