imhelpingyouq Registering the code in the EA App means it's used across all EA sites. But that should also add the game to your account on the Store site, so please login with your EA credentials and see whether the site recognizes you own it.
If the Store site doesn't list your content, you'll need to contact EA customer support for help. Ask them to remove and add back a copy of the base game, specifically because use of the Sims 3 Store and Exchange is a fundamental feature of the game, one that you don't have access to right now.
I would strongly suggest using the live chat option rather than email. If you don't see it, try this link:
Make sure you're signed into an EA site (this one is fine) before clicking the link and that the location in the lower-right corner of the browser window is set to U.S. or U.K.
Alternately, try using the help site without being signed in. Some categories of issue allow you to proceed without an active login, and many of those offer the live chat option.
