In what case can the sims look through window in neihbors' house?

Hi, I'm seeing that my sims can look through window  but can't in some neighborhood. I'm curious what makes the sims can look into the window. Googled but coudln't find about my curiosity. Thanks ver...

@aodoherty  Then I don't know what else to suggest, except trying different combinations of houses and windows.  You do have a couple of windows you know work, so it should be simple to test... if you want to put in the time.  It might not be worth the effort.
