Installation Error -5006 : 0x80070002 (Win8.1)

Здравствуйте. Слёзно прошу помочь. 

I can not install because of an error Sims3 installer.
«Error Code: -5006: 0x80070002
Error Information:
>SetupNew\setup.cpp (630)
PAPP:

Error comes immediately when starting the installer.

 

Notebook:
Intel Core i5-4200H CPU @ 2.80Ghz, 8GB RAM
Display adapters: Intel HD Graphics 4600, Nvidia GeForce 840M
Windows 8.1 64-bit
Antivirus all disabled.

Previously, this situation was on another laptop under Win7. I used a method that is written below. On the laptop under Win8.1 me it did not help (system configuration changes are not saved, even in administrator account is enabled. Maybe because I have not achieved full administrative rights).

Please run Origin in clean boot mode:

In the "clean boot" the computer starts with disabled startup programs and services, which are then switched on and off by one as long as the source of the problem is located.The following statement shows how to run this mode on your PC:

a. Log on with an account that has administrator rights.
b. Click the Start button, type in the Start Search msconfig.exe, and then press ENTER to start the System Setup program.
c.On the General tab, click Selective Startup, and then clear the Load startup items. (The Use Original Boot.ini is not available.)
d. On the Services tab, select Hide All Microsoft Services, and then click Disable all.
Note. This action will allow the start system services. These include network services,Service Plug and Play, Event Logging service, registration service, and other errors. Cancel start these services can completely remove all restore points. Do not do this if you plan to use the system recovery with existing restore points.
e. Click OK, and then click Restart.

    As a result:

    Downloaded from Origin game again. Install.
    But Windows file requires "Sims3Launcher.exe".

    1) When I go to programs (x86) \ electronicarts \ thesims3 \ game \ bin
    there is only 2 files (eauninstall.ico and sims3.ico) /
    2) Copies the entire contents of the folder C: \ Program Files (x86) \ Origin Games \ The Sims 3
    in C: \ Program Files (x86) \ Electronic Arts \ The Sims 3
    3) in your programs (x86) \ electronicarts \ thesims3 \ game \ bin
    Find Sims3Launcher.ex_ and changing the extension to Sims3Launcher.exe
    4) When you run the Launcher message "Unable to find the executable file of the game"
    5) Launcher starts, but no game

    6) in your programs (x86) \ electronicarts \ thesims3 \ game \ bin

    Change the file extension TS3.ex_
    on TS3.exe

    Result: Launcher and the game starts
    All excellent !!!)))

    Just to make sure: Do you have a local or an admin account ? You said you don' thave full admin rights on your computer ? Does that mean it's a local account ?

    I do not understand. This did not help my problem although I tried what was suggested under the solution. I still cannot install. I am trying to install the Sims 3 Pets. This is the only one I have had problems with installing.
